Surveys, tagging and observer programmes

Tagging programmes can provide further insight into how fish move, grow and migrate. By recording where tagged fish are released and later recovered, researchers can improve their understanding of migration routes, stock structure as well as the connections between fishing areas.

Finally, observer programmes can also play an important role. Independent observers or electronic monitoring systems can record catch composition, by-catch, discards and fishing activity. This helps ensure that data is robust, improves transparency and provides a fuller picture of precisely what is happening during fishing operations.

Each method has value. Together, they help turn observations at sea into evidence that can guide robust long-term management.

Fishing is highly regulated and consequently fishing businesses submit comprehensive data from their operations at regular intervals. This data concerning areas, times, target species, bycatch and mandatory discards is received and retained by fisheries authorities across jurisdictions.  It is essential that there is sufficient investment in data handling capacity and analysis capability to exploit the full potential of this powerful asset. 

Perceived barriers apparently imposed by data protection law must be managed and/or removed to enable the fullest access to data sets to deliver the ‘best available evidence’. 

The fishing industry dutifully fulfils its role in submitting timely data, this must be matched by a commitment for data to be gathered once and used many times to allow dynamic feedback based on the most current data to inform fisheries management decisions.

Protecting access for the future

Science-led fisheries management is essential to securing long-term access to stocks. Catch limits, quotas and other management measures are designed to keep fishing pressure aligned with the productivity of a stock. To work effectively, they must be informed by the best available evidence. The more complete and reliable the evidence, the better managers can respond to changes in stock abundance and distribution.

How ocean intelligence shapes fishing management decisions

Commercial fishing is one of the most unpredictable industries on earth. Every time a fishing vessel leaves port, it enters an environment that’s constantly changing. Natural processes are evolving, weather patterns shift, currents move, and fish stocks migrate and human activity such as energy generation, aggregate extraction, marine conservation and fibre-optic cable laying is making our sea space more congested and contested than ever before.

Getting decisions right, before and during each voyage, depends on more than experience. It depends on data.

Modern pelagic fishing is as much a data discipline as it is a maritime one. Weather routing, oceanographic intelligence, and stock science now shape how responsible operators plan routes, find fish, stay within sustainable limits and avid impeding other users of the sea. Used well, these tools connect three things that matter equally: crew safety, operational efficiency, and long-term stock health.

The ocean is always changing, and so must we

The sea is notoriously fickle. Conditions that look manageable at departure can deteriorate fast. Fish that were abundant in one area last season may have shifted entirely. Quotas change year on year based on the latest scientific advice.

Good weather routing starts well before a vessel leaves port. Real-time data on sea state, wave height, wind speed, and developing storm systems allows operators to plan routes that avoid the worst conditions, not just at departure, but throughout a trip that can last several weeks.

The first priority is always crew safety. Long pelagic voyages can operate in challenging sea conditions, and conditions can change dramatically within hours. Data-driven routing enables dangerous weather windows to be identified and avoided before they become a crisis.

The second benefit is efficiency. A vessel fighting heavy seas burns significantly more fuel than one running a well-planned route. Studies suggest that optimised weather routing can reduce fuel consumption by as much as 10–15% per voyage. For an industry where fuel represents one of the highest operating costs, that is a meaningful saving and a direct reduction in emissions per tonne of fish landed.

Finding fish responsibly

The modern fleet increasingly draws on satellite-derived sea surface temperature data, current mapping, and chlorophyll concentration indicators, a proxy for productive feeding grounds, to identify where fish are likely to be aggregating.

Oceanographic intelligence also supports more selective fishing. When crews understand the environmental conditions associated with particular stock compositions, where juvenile fish tend to concentrate, or where non-target species are more likely to be present, they can make better decisions about where and when to deploy nets. That kind of informed decision-making is one of the reasons bycatch rates in well-managed pelagic operations can be consistently kept below 1%. 

Efficiency and selectivity go hand in hand. But finding fish efficiently only matters when it’s done within clear scientific limits.

Stock assessment data produced by bodies like ICES and Cefas doesn’t just inform government policy. For responsible operators, it directly shapes where, when, and how much they fish. When science recommends a TAC reduction, as it has done in recent years for mackerel, herring, and blue whiting, the appropriate response is to follow it.

Short-term commercial pressure cannot override the evidence. Discipline in difficult years is what allows stocks and the businesses that depend on them to recover.

The quality of that science depends on the quality of data flowing into it, and that’s where industry has a direct role to play. Vessels at sea are uniquely positioned to contribute real-time catch composition data, biological samples, and behavioural observations that shore-based surveys cannot replicate.

At NAFCO, onboard quality managers collect catch data on every trip, which is shared with Cefas, the PFA, and ICES. Researchers are hosted aboard our vessels, providing independently verified catch data that strengthens both compliance and scientific understanding.

Research suggests that wild-caught fish produce as little as 1-2kg of CO₂ equivalent per kg of protein, highlighting just how little these species demand of our planet’s resources.

This is good news not just for the environment, but for the future of global food supply too. The EAT-Lancet Commission on Food, Planet, Health identifies sustainably sourced seafood as a key component of a diet that can feed 10 billion people within planetary boundaries. In other words, science is already pointing us toward the ocean.

A nutritional powerhouse with a light footprint

The climate credentials of pelagic fish are matched by their extraordinary nutritional value. A 150g portion can supply 50-60% of an adult’s daily protein requirement, alongside essential long-chain Omega-3 fatty acids (DHA and EPA), vitamin D, riboflavin, iron, and calcium.

Despite these benefits, Omega-3s remain under-consumed, so pelagic fish can improve public health at scale in many regions. Pelagic fish is affordable, accessible, and low in environmental impact, making it a smart, sustainable choice.

Global fish consumption is projected to reach 21.4 kg per capita by 2031 (up from 20.5 kg in 2019–2021), meaning demand for this climate-smart protein will only grow. This rising appetite reflects what nutritionists and food security experts have long argued: fish is an essential, irreplaceable part of a healthy, sustainable diet. UK consumers still overlook pelagic species, so there is a great opportunity for more people to try these different fish, aided by greater public awareness of the many options available.

Almost all of our catch is for human consumption. Each year, we provide about 285 million meals globally, supporting access to high-quality protein.

Our mid-water trawling methods mean our nets never touch the seabed, ensuring no disturbance to ocean floor habitats, and bycatch levels across our operations are less than 1%. We fish exclusively for our four target species from well-managed, sustainable stocks, and operate strictly within scientifically determined quotas set each year.

North East Atlantic Mackerel

Last week, Waitrose supermarket, part of the John Lewis Partnership, announced its intention to suspend mackerel sourcing from stocks in the North East Atlantic to ‘take a decisive stand against overfishing to safeguard the long term health and sustainability of our oceans’

At North Atlantic, we share the goal to safeguard the health of our oceans and the sustainability of fish stocks, which is why we adhere precisely to our annual quota allocations and actively support initiatives to improve the monitoring of the highly regulated mackerel fishery.  This is why we volunteered our vessel, Frank Bonefaas, to be the ‘early adopter’ of Remote Electronic Monitoring technology on September 24 as part of a Defra trial.  We also share all our catch data with Cefas to improve the data that underpins stock analysis.

The advice scenarios presented by the International Council for the Exploration of the Seas (ICES) for 2026 modelled Total Allowable Catch (TAC) reductions of 48% and 70%, along with the associated risks to stock recovery projections.  As a responsible fishing business, we recognise the need for sustainable fisheries management, and we look to national fisheries managers to make balanced and realistic decisions based on the best available science and weighed against the ongoing viability of the UK pelagic fishing and processing sector. The UK has reached an agreement on mackerel fishing with three other Coastal States, Norway, Iceland and the Faroe Islands, with agreed shares and using a 48% reduction in the 2025 TAC (quota) in 2026. This is a very substantial cut-back in mackerel fishing. North Atlantic’s 2026 catch will be based on this agreement.   The mackerel quota allocated to UK fishing businesses set in 2026 is set in accordance with UK quota management rules and reflects the statutory objectives of the Fisheries Act 2020.   

It is imperative that the Coastal States forum, the body responsible for ensuring the sustainable management of NEA fish stocks, deliver an agreement to re-establish national quota shares for all states that fish for mackerel as soon as possible. The void created by the absence of an agreement and the setting of inappropriate, opportunistic and unsustainable unilateral TACs by some States has, inevitably, introduced risk to the sustainable management of the stock. Noting that only a very small proportion of UK mackerel catches are consumed in the UK, the decision by a UK supermarket to take a very healthy product off its shelves will do little to assist in reaching a solution to this international issue.

Navigating the turning tide of UK fishing in 2026

While last year delivered good fishing conditions, with healthy stocks and strong prices, 2026 is set to be tougher, driven by significant TAC reductions for key pelagic species.

Moreover, increasing spatial squeeze from marine protected areas (MPAs), offshore wind developments, and the recently announced strategic compensatory measures – introduced to mitigate the environmental impacts of these projects – is making access to fish and traditional fishing grounds more restricted than ever. At the same time, ongoing post‑Brexit trade frictions, along with sharp swings in scientific advice and quota allocations, are introducing further volatility.

Despite these constraints and impediments, the dynamic, adaptable and innovative catching sector is moving forward. The early adoption of Remote Electronic Monitoring (REM), led by our vessel, Frank Bonefaas, demonstrated a proactive commitment to transparency last year, ahead of Scotland’s March 7th, 2026, deadline for REM system implementation.

Building on this progress, we look to deepen our collaboration with Cefas, ICES, and the Pelagic Freezer Trawler Association with consistent self‑sampling, full‑voyage data collection, and hosting researchers aboard our vessels. Our new Cadet intake for 2026 and ongoing uptake of fuel‑efficient gear, anti‑fouling technology, and shore power further highlight our confidence in a modern, sustainable, skills‑led future.

Collectively, these steps make 2026 a decisive year – one that must move from crisis management to genuine strategy, built around four linked priorities: strategic vision, digital transformation, workforce development, and sustainable stock management. Achieving these depends on a genuine partnership between industry, government, scientists, regulators, and international partners.

Yet, the core tension will be how to handle short‑term volatility while building long‑term resilience.

Moving beyond short-term thinking

The UK still lacks a clear 21st‑century vision for fishing: is it a legacy industry in managed decline or a modern, strategic food producer? Without a shared direction, policy and investment drift year to year, and the sector ends up doing short-term firefighting rather than long‑term planning.

A joint vision, owned by industry, government, regulators, scientists, and NGOs, would build confidence, attract investment, and support disciplined science-based management through natural highs and lows.  

Today, the Fisheries Act leans heavily toward protection, with far less emphasis on productivity and food security, even though fishing provides low‑carbon protein at a national and global scale. That balance must also hold internationally, since sustainability depends on all catching nations honouring agreed shares for key pelagic stocks.

In this context, at NAFCO, we concentrate on what we can control – responsibility, transparency, proper investment, and consistent practices through volatility – demonstrating the steady, solutions‑focused approach that should underpin a modern fisheries vision.

From paper to digital platforms

Digital transformation is already reshaping UK fishing, with REM showing how verifiable data can strengthen compliance and trust. REM is the springboard for a broader shift in 2026 from paper-heavy, fragmented systems to integrated digital platforms.

Today, UK–EU export processes are slow and duplicative because their systems do not communicate; a joined-up digital trade platform would cut friction, speed up movements, and support the government’s Industrial Strategy. With robust data, compliant operators should gain “earned recognition,” enjoying streamlined checks that lower costs for business and the state.

At the same time, complete traceability from ocean to plate is becoming a consumer expectation, and digital systems can demonstrate accountability at every step. We are already leading this agenda through investment in onboard cameras, data collection, shore power and fuel‑efficient gear, proving that smart technology can deliver both environmental recovery and economic growth – positioning UK fishing as a modern, transparent food production sector.

Inspiring the next generation

Those working in the sector know that public perceptions of UK fishing lag far behind reality. Modern fishing is a technology‑driven, STEM‑focused industry where skilled crews work with tech forward systems, digital monitoring, advanced navigation, and efficient gear.

Careers now span data analysis, vessel technology, environmental monitoring, and supply chain traceability, offering hands‑on, well‑paid roles with clear progression. For young people, this is a chance to help feed the world sustainably, supporting a low‑carbon, nutritious food supply while underpinning jobs and identity in coastal communities.

The task for 2026 is to make these opportunities visible through active recruitment, STEM programs, outreach, and clear training pathways to reinforce fishing as a 21st‑century growth sector that already delivers sustainable growth, cleaner technologies and strong progression opportunities.

Protecting resources while feeding the world

Sustainable stock management is not an add‑on; it underpins global food security. Wild‑caught fish provide highly nutritious, low‑carbon protein, and their future depends on disciplined, science‑based management that keeps sustainability and food supply firmly linked.

That means accepting TAC reductions when the evidence supports them, smoothing extreme quota swings, through greater restraint in good years and more strategic, long‑term planning. Stronger science‑industry collaboration improves the evidence base and leads to more selective, efficient fishing.

But domestic discipline alone is not enough. For shared pelagic stocks like mackerel and blue whiting, international compliance is essential, and the UK government must ensure agreements have real teeth. Within this framework, we are investing in research, low‑impact technologies, and responsible practices so UK fishing can keep feeding people at home and abroad.

The outlook for 2026

Protecting the long‑term health of fish stocks is vital, not only for fishers’ livelihoods but also for ensuring that sustainably caught seafood continues to feed communities worldwide.

ICES stock recommendations for 2026

Each year, the International Council for the Exploration of the Sea (ICES) provides the science-based advice that underpins sustainable fishing across the North Atlantic. These annual recommendations shape Total Allowable Catches (TACs), ensuring that fishing activity remains within safe biological limits, preventing overexploitation and supporting the recovery of marine ecosystems when needed.

For 2026, ICES has issued several significant revisions affecting key pelagic stocks:

  • Mackerel (Northeast Atlantic): a recommended TAC of 174,357 tonnes, representing a 70% reduction from the 2025 figure of 576,958 tonnes
  • North Sea herring: a 30% reduction compared with the previous year’s quota
  • Blue whiting: a recommended TAC of 851,344 tonnes, a 41% reduction on 2025 levels

These recommendations are based on data collected during annual fisheries surveys conducted by nations states. Where contemporary data is not available, ICES makes assumptions, based on previous data and experience, to publish advice to inform fisheries management decisions.

Subsequent annual fisheries management negotiations between North East Atlantic “Coastal States” – including Norway, Iceland, the European Union, the Faroe Islands, the United Kingdom, and Greenland -seek to reach a collective agreement to align catch limits and individual quota shares for each nation with ICES’ latest scientific advice. The purpose is to secure the long-term health of shared fish stocks through a fair and comprehensive management framework.

As an example, the recent trilateral negotiation between Norway, the EU, and the UK has adopted a long-term management strategy for Herring and a revision of the overall TAC management that enables the adoption of a lower TAC reduction in 2026 of -20%. This demonstrates the necessary balance between adhering to scientific advice whilst delivering business continuity and managing socio-economic impact.

Contemporary and accurate ICES advice is essential to ensure the sustainability and resilience of our fisheries. At North Atlantic Fishing Company (NAFCO), our stance remains consistent: we will continue to fish responsibly and within the limits defined by credible, transparent, and up-to-date science

Our own data strongly supports this objective. Every trip produces extensive operational information – including catch composition, environmental conditions, and fishing locations – that provides an accurate picture of the realities at sea. These insights can enhance scientific understanding and strengthen confidence in how fisheries are managed.

While we fully operate within established quotas and regulations, it is vital that the science behind these frameworks evolves alongside a changing climate. Fish populations are shifting northwards, spawning cycles are adjusting, and temperature fluctuations are reshaping distribution patterns. Scientific methodologies must adapt accordingly, so that future assessments accurately reflect what fishers are already observing on the water.

Safeguarding food security through healthy stocks

Sustainable fish stocks are not simply an economic concern – they are a pillar of global food resilience. More than 3 billion people worldwide depend on seafood as a primary source of protein. As the global population climbs toward ten billion by mid‑century, sustainably managed fisheries will play a critical role in feeding the world responsibly.

Pelagic species such as mackerel and herring are central to this effort. When harvested responsibly, these fish offer a renewable, low‑carbon, and highly nutritious food source rich in essential vitamins, minerals, and omega‑3 fatty acids.

Protecting these stocks means supporting global food security. By fishing within scientifically informed quotas and applying carefully monitored techniques, we ensure that today’s catches do not compromise tomorrow’s supply.

Last year, the Pelagic Freezer Trawler Association (PFA) – of which NAFCO is a proud UK member –signed a Memorandum of Understanding (MoU) with the Centre for Environment, Fisheries and Aquaculture Science (Cefas). The agreement strengthens collaboration between the pelagic fishing industry and scientific researchers, promoting joint work on stock assessment, research, and data sharing to support sustainable fisheries management.

This partnership marks an important step in combining industry knowledge with world‑leading marine science, ensuring that decisions on pelagic fish stocks are informed by accurate, comprehensive data drawn from both research and real‑world fishing activity.

Every vessel has the potential to become a platform for science. Data collected at sea can offer valuable insight into how our ecosystems are changing. By collaborating and sharing, operators can help close knowledge gaps that hinder progress.

Moving Beyond Paper

For decades, paper logbooks and handwritten reports were the industry’s standard. They got the job done, but in today’s regulatory and commercial environment, they are no longer fit for purpose. Paper records are time‑consuming, prone to errors, and a burden on crews who should be focused on fishing itself.

Just as importantly, these traditional methods provide little reassurance to regulators or consumers. Supermarkets and wholesalers increasingly want proof that their seafood is responsibly sourced, with reliable data to enforce quotas and protect marine ecosystems. Paper records simply cannot keep up with these expectations.

Embracing Modern Tools

At NAFCO we are actively trialling technologies to modernise fisheries management. We are working with Defra as an “Early Adopter” of Remote Electronic Monitoring (REM) – an advanced system of cameras and sensors that record positional, operational, and visual data.

This shift transforms fisheries management. Footage and data demonstrate that catches are selective, discards are minimised, and fishing methods align with sustainability standards.

Instead of making unverified claims, companies can produce hard evidence, strengthening trust with regulators, buyers, and consumers alike. Most importantly, this is data that we can share – measurable evidence of selectivity and sustainability, rather than assertions.

Looking forward, the possibilities of digitalisation go further still:

  • Automated onboard sensors could log gear deployment, haul times, and catch details directly into reporting systems
  • Smart tags on fish boxes could track consignments through landing sites, processors, and retailers
  • Shared databases could provide live insight across the seafood chain, much like similar innovations in agriculture and shipping

Levelling the Playing Field

As one of the UK’s larger fishing operators, we recognise we often have more capacity to test and implement new systems. However, transparency and innovation cannot be a privilege reserved for larger companies; they must be accessible to all operators across the sector.

Funding support, through initiatives such as the UK Seafood Fund and the Fishing and Coastal Growth Fund, plays a crucial role in making this possible. By enabling smaller operators to access selective gear, monitoring tools, and digital systems such as REM, these schemes help ensure that all parts of the fleet can demonstrate good practice, not just a select few.

Ultimately, the industry’s reputational strength rests on collective credibility. Helping others get on board is an investment in the sector’s future.

Innovation Beyond Data

Digital reporting is only part of the innovation story. Advances in fishing gear and vessel design are just as transformative. Gear technologists and skippers are collaborating to introduce selective nets that reduce bycatch and protect juvenile fish stocks. Square mesh panels, acoustic deterrents, and even experimental electromagnetic devices all show growing promise.

Meanwhile, the UK’s first fully electric fishing boats point to a lower-carbon future at sea. Energy-efficient propulsion systems, alternative fuels, and lightweight selective gear are helping to reduce emissions without compromising effectiveness. Scaling these solutions to make them practical for fleets of every size remains the next step.

Data for Better Knowledge

Transparency is not just about proving compliance – it also enhances stock management. Today, large areas of the UK seabed remain unmapped, and scientific uncertainties persist around fish populations. If vessels were enabled and incentivised to collect and share environmental data, they could actively support scientists and policymakers.

Agriculture already rewards farmers for environmental stewardship; the same approach could work in fisheries, positioning fishing boats as valuable data-gathering platforms that contribute to collective knowledge while fulfilling their commercial roles.

People at the Centre

Technology can enhance fishing, but it cannot replace the human element. None of these advances will succeed without skilled, motivated people. That’s why we continue to invest in safety, welfare, and training, with our Cadet Programme preparing future officers and engineers to operate responsibly in a modern, digitised industry. Securing the next generation of fishers is a strategic priority that requires focus and a shared commitment.

Staying informed about the origins and types of food on our plates is increasingly important, especially when it comes to seafood. Our recent national survey revealed that many UK consumers are unsure about the types of seafood they regularly enjoy. However, it also unearthed a genuine interest among the public to learn more about what goes into their favourite dishes, and to make positive choices for their health and the environment.  

Bridging the knowledge gap – an opportunity for growth

Despite the ongoing popularity of traditional dishes such as fish and chips, our findings show that only about 30% of UK adults currently feel confident identifying common fish varieties like cod or haddock from an image. While this highlights a gap in awareness, it also represents an opportunity – with greater knowledge about the fish we consume, we can make decisions that are both nutritionally beneficial and environmentally responsible.

Often, the convenience of processed fish means it is served filleted and breaded, making identification less straightforward. However, there is increasing momentum behind food education and consumer awareness, empowering people to become more engaged and informed about their choices.

The vital role of pelagic fish

When we think “fish,” cod and haddock often come to mind – but much of the world relies on pelagic fish, such as mackerel, herring, and sardines. These species inhabit the middle column of the ocean, away from the bottom, and play a crucial role in marine ecosystems as well as in human diets.

In developing countries, pelagic fish provide a cost-effective, nutritious source of animal protein and essential nutrients. Wild-caught pelagic fish also have the lowest carbon footprint among animal proteins, requiring no artificial feeding or freshwater supplies, while efficient trawling helps manage resources responsibly.

They are abundant, reproduce quickly, and require little freshwater or feed input, making them a responsible choice for environmentally conscious consumers.

Nutritionally, pelagic fish are hard to beat. They’re rich in long-chain omega-3 fatty acids, which help support heart and brain health, are low in cholesterol, and are packed with nutrients like vitamin D, riboflavin, iron, and calcium.

Yet, our survey shows that these species often fly under the radar for UK consumers, despite their health benefits and essential role in global food security.

Open to sustainable alternatives

The good news from our survey is that public attitudes toward sustainability are positive. Nearly half of UK respondents said they’d be willing to try a new fish, whether they’d heard of it or not, if it was more sustainable than their usual choice. There are some generational differences – nearly a quarter of those aged 55 and over would rather stick with familiar options.

Education, effective communication, and inspiration are essential for bridging this gap. Most UK consumers expect to maintain their current level of fish consumption over the next decade, while 20% plan to increase their seafood intake. This openness to trying new options presents a significant opportunity for both the industry and consumers to shift towards more sustainable species and habits.

As people explore new fish species, we can reduce the pressure on the most popular choices, which will help maintain healthy, balanced marine ecosystems. This shift also supports fishing businesses and wider coastal economies, ensuring the preservation of this vital resource for future generations.

Choosing sustainable fish doesn’t just benefit nature and future food security. It also unlocks nutritional and affordability advantages, especially from pelagic species that could play a central role in our diets here in the UK.

Ocean tourism is another trillion-dollar sector contributing substantially to economic growth, especially in coastal regions that attract visitors with their beautiful beaches and abundant marine life. Offshore energy, including wind and deepwater energy facilities, significantly contributes to economic resilience. Meanwhile, the global fishing industry, valued at over $220 billion annually, supports a vast number of coastal communities worldwide.
